The Borland Groover Clinic plans to build a 14,000 square foot, $14.6 million surgery center and doctor’s office at 805 Wells Road in Orange Park.

The Jacksonville-based provider of gastroenterology services and treatments is applying for an Economic Development Incentive Grant from the Clay County Board of Commissioners. The request is on the agenda for the commission’s March 22 meeting.

The $14.6 million cost includes renovations, fixtures, equipment and other costs.

According to a report prepared March 11 by Deputy County Manager Chereese Stewart, the facility will create 49 jobs “all of which are expected to exceed the Clay County average salary of $39,605,” according to the report.

In the summary, the average annual salary without benefits is listed by Borland Groover at $56,365.

If approved, the grant would pay Borland Groover after the facility has operated for one year and if at least 10 full-time jobs are maintained.

The amount of the grant depends on the tax revenue the new facility brings to the county.

Applying for the grant is complicated because the property is in the incorporated city of Orange Park. Because it is in Orange Park, the Economic Development Grant will pay 75% of incremental ad valorem taxes paid above the base year (before the facility opens) for 10 years .

After that, Borland Groover will receive 50% of the incremental increase in ad valorem taxes paid above the base year for another five years.

Also, because it is in Orange Park, the grant refund is calculated only on the portion of taxes collected by the county.

The grant application scored 26 points on a scale of 40. It received 7 points for salaries, 10 points for capital investment, 9 for jobs, and 0 for location.

The report recommends approval of the grant.
